Pretty much the norm as people use them because being what they
think is a bicycle they dont trouble themselves with such boring things as registration, insurance, a crash helmet or even a licence. The cost of which would eat (intentional pun) into their income.
What they fail to realise (or more likely simply choose to ignore) is that unless its a "Pedal assisted bicycle" which is one where you must actually pedal to get any motor assistance, they are, in law, a motorcycle, so are subject to the same legal requirements as a Honda Goldwing!
Many Police forces are
finally waking up and taking action against these (sometimes very) high powered machines. But of course not being registered in any way, being capable of high speeds, and able to whizz down narrow alleys between anti-car bollards etc they can be
very difficult to intercept and stop. Plus of course the riders have a hefty incentive to get away as they dont want their macines to be confiscated and crushed.
