Yes. Weight yourself first, then weigh yourself holding the cylinder. Check against weights shown on cylinder. Of course the bathroom scales accuracy will affect the result. When we weigh 20-23kg suitcases we generally get within 1 kg of the suitcase weight as recorded at baggage check-in.

In my case using a couple of digital luggage scales.

Whist way off the weight of a full 6 kg bottle I have checked the accuracy of with a 5 litre container of water.

You can use bathroom scales, luggage scales, fishing scales..............& many other types of scales (not to be confused with fish scales )

But unless you can prove it's under filled at the moment and point of purchase, then its going to be difficult proving it was supplied light, on returning, along with it's likely to also involve you in some costs.
With Gaslights they come sealed, making things easier.
