Hi,
As I understand it, photocard licences are free over age 70. But what can you do if your photocard expires three weeks before your 70th birthday? Can you apply early and get a freeby? Lets face it, they demand that you renew the paper counterpart on your 70th birthday, and recommend applying early, and that is free..

Can't answe for the DVLA but i had a similar situation with TV licences, phoned them and they gave me a licence just for the period between expiry and birthday - it was in fact a yearly licence but they only charged me for part. perhaps worth a phone call.
