However nothing should go to any PPC! Our local hospital even charges hospital staff to park in the staff car park and it is not cheap! I do not know if the latter is PPC controlled.
Surely the taxpayer did not pay for lifetime maintenance, update of payment centres and parking management actions too. I have no problem with “user pays”The car parks at hospitals have never been free since the year dot as it was the taxpayer that paid for the car parks and now we are having to pay for them again except that this "tax" ends up in the pockets of a PPC!
It would probably cost the NHS more to build, maintain and administer car parks than the money PPCs get

It’s the user who may or may not be a taxpayer. But your post seemed to imply that the taxpayer had funded the initial car park provision, then seemingly objecting to paying for lifetime support. Who do you think should pay? Or do you think they should all be free. But if they were the funding would have to come out of NHS funds. Also provided by the taxpayer.
My workplace, Stroud College, provided plenty of free parking. (Not really free, as installation and maintenance came from the college budget).
This was ideal for me, as the 8 mile journey would have taken around 1 and a quarter hours each way! And no flexibility regarding times. I had opportunities to move to other colleges over the years, but my work conditions kept me there. Including a modern building and parkland.
I know other colleges were jealous.
I feel that hospitals should provide subsidised parking for staff. Not free as it might be abused, being subsidised might encourage more public transport use. Staff need to be confident that they can park before their shift.
I do not have a problem with occasional user, that is, patients, paying. But I also agree with free parking for those who have to attend regularly.
I know some hospitals do do the above.

Parking at Raigmore Hospital, Inverness is free. You still have a problem finding a place though.
At one point people not using the Hospital would park there and then take a bus into town. Eventually the bus companies changed the bus time table so that buses didn't run at the time people would be heading to work or coming home.

When my father was in the Glenfield in Leicester I was visiting 2-3 times a day and the hospital would issue me a much reduced parking ticket and take the registration of the car(s) being used. I could choose the time period of the ticket.
Patients needing regular treatment do get free parking at NHS hospitals in England and Wales - there are conditions and I doubt it's well publicised
NHS hospitals in Scotland provide free parking, except for a couple which are contracted out to a third-party.
It all depends on the individual NHS Trust.Last December my wife was very ill in GWH for 3 weeks including 2 days in critical care. No concessions for me for parking at all.
North Devon District Hospital was totally different.If you parked more than two days in a row you could but a weekly ticket for £5.00.
RUH Bath offer weekly tickets that seemed a reasonable price. It caused me to think that workers in the city could use that system and catch buses from the hospital into town. But a neighbour who is a staff sister told me the hospital management were on to it.
