In other words, will any towbar fitted on any car fit

any caravan and vice versa?

Are all towbars universal?

What if the car was British and the caravan was French or German...still the same fittings?

The towballs are all 50mm but depending on the hitch the neck is sometimes longer for instance when using an Alko hitch stabaliser such as the 3004
 
You asked about "connections" did you mean only the tow hitch or the electrics too ?

If so then you could have the 2, 7 pin connectors (12N & 12S) vs the 13 pin connector.
 
European towbars won't fit cars sold in the US market, nor vice versa. They use different groups according to the weight towed - some use a 2" ball but most use a square receiver, of different sizes.

In Europe, towing electrics can vary - 12N, 12N+12S, 13-pin (two types) and some bolted towballs may not give enough clearance for hitch stabilisers but are easily changed.
