Jockey Wheel

Why are there two notches cut out at the bottom of the jockey wheel tube.The only thing I can think of is for parking the jockey wheel when it is stowed in position when towing otherwise it seems to be useless.

You are absolutely correct, they are to lock the jockey wheel and stop it unwinding during travel.
