Although not my particular area of expertise, I'll stick my neck out and say metal. Longer lasting and more sturdy but slightly heavier so a full risk assessment would need to be carried out before any works could be carried out.

Could be like Trigger - Liz has had the same mop all her life, it has only had five new handles and seven new mop heads.
