Motorway parking for caravans

Why do car drivers not towing insist on parking in the rest places specially designated for caravans at petrol stations.After a long journey and longing for a break it is often impossible to park the caravan. I know we have the problem here in UK also - will anything ever be done about it?

At least they are better geared up for caravans abroad - more spaces, nearer to the facilities etc. The odd car parking in them is a nuisance and inconsiderate, but usually there is room anyway.

The HGVs go in them too, I think so as to sleep in the quietest place they can find.
