It's part of a device marketed to Americans for using poolside.
It extends electrical power to heated swimming costumes and is sold with strict guidelines for it's use.
Sold under the name.......

At work some 35 years ago we had a mains extension cable (sold by RS Components) that worked in what must be the same way. It was a portable conical unit about the size of a traffic cone with the rewind handle on the top. It was supposed to prevent cable getting knotted, and as I recall it did work quite well. but it was only rated for about 1000 Watts when any cable was left inside the storage cone.
