Over run Damper

Could some kind person tell me how much resistance there should be on the over run damper, I am getting a bang from the hitch on take up.

you should be just able to compress the damper by pushing it in with your knee, but it is very stiff. it should then return slowly to the extended position
 
When this happened to me, it turned out to be the brakes that needed adjusting. The brakes were not operating quick enough, so the damper was completely compressed before they operated at all, then as I pulled away the damper had to stretch to take up the slack. Ten minutes spent adjusting the brakes and everything went back to normal.
