Because it's Facebook - anyone can comment. No requirement to be a member or even follower of PVC. I do comment occasionally. You can guess the kinds of posts ;-)

This seems to be an open group. But other groups I am with have to accept you and they can set the criteria. I also imagine they can get rid of those they want to.

The groups I am with all seem to be on topic. However, I hate Facebook because I cannot understand how it works.

I follow their page on FB but to be honest the content is rarely interesting and sometimes is a resurrection of old articles so I rarely comment on them.
 
I do follow FB but I have joined some fishing groups probably my first time seeing it today and maybe not be my last . 🙏
