There are literally millions of homes with no optic cable to the property, but with copper wire to the street cabinet - are all these homes going to be disenfranchised when BT switches to VOIP? I'd suggest the answer is no, they'll continue to be connected by the copper wire in the same way they get Broadband at present.I think you have misunderstood.
When BT moves over to VoIP in 2025/6 (in theory) you will no longer have cables to your property, only a fibre so having a spare phone to plug in is useless.

We were in Morrisons when they had a power cut and initially they would not allow anyone to leave as the security sensors were not functioning. The shoppers on the other side of the tills could not leave the store as they could not pass through the tills. The automatic barriers that allowed you into the store would not function either so could not leave by that means either.But to return to Contactless. In the event of a shop etc having a power cut the card readers probably wont work and you wont have any money. Gone are the days of Arkwright who would probably charge you for a couple of candles, take your money and trap his fingers in the till while short changing you.
