Theft and lawless Britain?

Following on from the Car Theft thread, recently there has been a company advertising on the radio for fitting alarms and if the alarm is triggered or they are contacted, they will respond within a certain time period. Have we now got to the stage that to protect your property you need to employ the services of a security company? Reminds me a lot of South Africa where crime is rampart!
