This really narks me!

We went away for a long weekend recently, got to the site (which I wont name) went to reception and paid for our pitch, the owner saw we had a dog and explained quite strictly that dogs must be kept on a lead at all times, which i totally agreed with! However on setting up we noticed that a few of the long term caravanners had their little lap dogs running around, barking and yapping. We even saw the owner drive past and looking straight at them and not bat an eyelid!!! We own a SBT and he is great with people, but sometimes can have a growl at another dog, so if one of those dogs ran over to us and our dog got aggressive and bit the other dog, whos fault would it be? A rule is a rule there for EVERYONE to comply with. It really gets my back up that long term residents make up their own rules. There thats my rant for the day :)

My thoughts exactly. The SBT's always get the blame for anything which might kick off.

Last year we were pitched next to a couple who let their GSD roam loose around the campsite. I have two dogs, one ***** SBT X and one entire male SBT. The first couple of times the GSD came into our awning, I grabbed its collar and took it back to the owners. I explained on both occasions that my ***** was exceptionally dog aggressive and their dog shouldn't come into our awning. He just shrugged. However, on the third or fourth time the GSD barged into our awning, I let my ***** deal with it.

It was put on a chain by the owners after that.

Sorry state of affairs I know but my dogs are always under my control as I know what I have on the end of my leads. I agree with you when you say it should be one rule for all. I also agreed dogs should be on leads at all times, regardless of size.
