A modem can have a fixed IP address or offer variable IP address settings so your IP address changes. ISP modems usually have a fixed IP address.
A modem can USE either a fixed or variable but it's the ISP who determines which, most UK ISP's use fixed.
Also if someone like Gallant Macmillan or ACS law think you have violated someones copyright, they can demand your physical address from your USP based upon your IP address.

If we used BT's equipment we would have a fixed IP address.
We don't, so we DO NOT have a fixed IP address via BT and get less problems.
The police can't even get all the information they want when requesting a physical address from an IP address. ISP's and Google and other mail providers do not hand out the information as easily as you seem to think.
