Dave.
It's all down to balance. while I still wake at 6am (being a shift worker) she who shall be obeyed prefers 10am. Realistically all those splashing in the bird bath (toilet block)between 6am and 10 am are then going to get the facility pretty dirty and the floor quite wet, which then present's a health and safety risk. Not forgetting that when you arrive on site from mid-day onwards the first impression counts and that usually means nicely clipped grass and a splotless toilet block.
So unfortunately the warden and his team are often running round like the preverbial and consequently have to choose a timing plan that covers 95% of general demand.
Now me being a process technician (posh for trouble shooter and problem solver, if I'd audited the frequencey of use I'd probably of found that rush hour is 7-30 to 9am, with a steady ramp up of people visiting and then a tail off to 10am, when the dust busters jump in.
I personally tend to either want to be first for a shower or leave it to the evening so the a sweaty hiker isn't hiked out to the awning at bed time. Or even worse trampled by the stampeed of cavemen at rush hour.
Realistically though, I just chill have a bud and relax, leave the mobile and laptop behind and use the sun dial for my alarm clock.
Cheers.
