I have heard that you cannot tow a twin axle carvan with a normal car ie must be a 4x4 Is this right

no in short. It all depends on the kerbweight of the towcar and max laden weight of the van. It also depends on whether or not you are going to stick to the 85% rule (or guideline) recommended by the major clubs. For example a mondeo estate diesel has a kerbweight of 1590kg, Sprite Quatro ES or FB twin axle max laden weight of 1575 ish. If you are happy to tow at near 100% of kerb then this outfit would be fine, especially given that you probably wouldn't load the van fully. People carriers would be heavier and therefore better matched. So in short no you don't need a 4x4, but you need a pretty hefty towcar as twin axles tend to weigh more when loaded up.

No its not right; choice of 4x4 has much more to do with choice of sites and choice of season/weather than of the caravans axle arrangement.

The number of axles on a caravan does not dictate what car you use to tow it with. What is important is to choose a caravan that matches the tow capacity of the car or vice-versa.
Each make and model of car is given a maximum tow weight rating by its manufacturer, and this MUST NOT be exceeded. A few cars are not rated to tow anything, and some vehicles can tow well in excess of their own weight (Typically large 4x4's). But the majority of cars can to up to 100% or a bit more, but always check your own vehicles specification.
In general twin axle caravans are bigger than single axle models - but there are some exceptions to that generalisation, so it pays to check specifications.
It is sensible for novice caravanner's not exceed 85% ratio, whilst this usually gives a well matched out fit, it is just as important to ensure the car and caravan are properly serviced, correct tyre pressures, and that both are loaded sensibly.
