Water company fines?

When companies like the water companies get these huge fines, is it the consumer that actually ends up paying these fines making our water quite expensive? Not sure how it benefits the consumer? The same applies to other utilities that get record fines. Sadly as they are probably PLCs, the management cannot be fined for poor performance and also get to keep their jobs and bonuses.

Same as fining health trusts, etc. Give with one hand take with the other. Who pays? Taxpayer.
