The maps for the UK on Tomtomgo are in the region of 1Gbyte but as I wrote previously you only need to do this once. After that, if you have live traffic updates turned on data download will vary but probably not massive amounts. Speed of live updates could be an issue.

This is a caravan forum, so I would expect that you are out and about and no home wifi available. :D
Thats part of your planning - you download your maps before you leave home, just like you would have historically bought a paper map of the area. The point being it can be done ay home and does not use data.

I use the C and CC map book of the UK to decid where we are going for the day,,put it into the car SatNav, and if there is a problem on route, it will advise me, I then decide to avoid or put up with the hold up.
With the caravan on the back I use a Snooper SatNav.
I just don't get phased about it.

If their setup can handle streaming films, etc the extra data for satnav will be small by comparison.

Some sites provide WIFI as well as caravanners with their own setup.
Again not everyone has data to stream films, but that is their choice?

Doesn't bother me as have unlimited data plan on my phone. Our car is not on a subscription plan, but the data updates constantly so not sure how it is done as no need for it to be connected to the mobile phone?

If it’s like mine it has its own “SIMs” somewhere hidden away, but there are no subscription charges for the standard services. When I start it at home it will tell me there’s no connection to the Toyota servers as we are in a terrible area for mobile signals. But t sorts itself out once at the top of the road. I am looking at Toyota insurance when my renewal comes up as you can discounts depending on the percentage of driving in electric mode. Yesterday when it was being serviced I asked how it did this and was told the car just communicated the data just like it does to my Toyota app. Spookey😂

We are also in a very bad reception area, but surely the Satnav works off GPS signal however could be collecting data from 4G masts as you travel along? Yes the satnav location is from gps, the other inputs can come in from mobile masts or other information sources, such as road sensors, user submitted reports, traffic flow based on mobiles, historical data and commercial reporting companies. It will probably vary depending on the particular sat nav system being used.

Risking being told I’m Fred Drift our dogs tracker uses location from gps, and transmits that location to the mobile network, but it’s not provider specific. That info goes to the tracker company and they then transmit her location to my mobile, which is network specific. That’s one reason my wife and I are on different networks.

A number of devices use multi-network SIMs and I've bought such a SIM from Scancom for use in my MIFI router

One thing about contacting the emergency services is that you don't need a SIM card. Your phone will connect to any available network without one installed.
