Wet and windy in Clitheroe.

Hi, I have a problem with the jockey wheel on a mk2 unicorn vigo, it's new to us so gas probably had the wheel changed.
It keeps just dropping even though it's tight.
Should the clamp have shims on, or what is the correct width for the jockey wheel please
 
Measure the diameter of the jockey wheel "shaft" as far as I can remember there are three sizes, 48mm, 42mm,and 34mm . The possibility is that previous owner has replaced a 48 mm jockey wheel unit for a 42mm unit. Without changing the clamp .
I don know what the original size of the unicorn Jockey wheel shaft should be.
 
Also grease gets onto the outside and onto the clamp . I clean off using brake cleaner (ether based) it's a wonderful degreaser.Also the thread on the handle or the internal screw thread in the clamp fitting may be damaged .
