If the Whale heater is the under the floor type ( or the same unit inside) the contol should hace a red and a green light built into it. With most faults the red will flash in one of a number of patterns, various number of rapid blinks the a pause then repeat. You count the number of blinks and then refer to the book ( or the website) to see the reason and possible cure.
The instructions need to be followed exactly.
I had various problems with such a heater on my last van and Whale were pretty helpful ( still under warranty). One thing they said would not work actually did, and that was to remove the 12v fuse for a short time then repace it. Presumably this allowed capacitors on the pcb to discharge fully and remove any memoery effect.
I'm surprised at the interaction between water and heating systems but who knows why they should not be totally distinct.
