On all our caravans we have never had insulation over the wheel arches so must ne something very new?The "luggage" compartments (lockers) are contained inside the structure of the caravan so benefit from the insulation already present within the floor and side walls. The wheel arches usually have expanded polystyrene over them, so there is little point in you trying to add any more insulation anywhere!
Or are you looking to convert a van to a camper?
My 2019 Bailey certainly has it, it's about 5cm thick! Besides the wheel arches are usually behind cupboards etc so tge heat loss via them will be pretty minimal anyway.On all our caravans we have never had insulation over the wheel arches so must ne something very new?
