I appreciate this is an old thread, though a little bit come back to life. But the subject fits what I was going to ask...

I'm accustomed to connecting my 13 pin electrics, hearing various initiation noises go on (which I always presumed were related to ATC) and seeing the green LED come on.

For our caravan haul today, I got all the usual noises, but no LED showing. (Thought it might be the very bright sunshine in France, and ignored it, and arrived at destination just fine).

I figure that either the ATC isn't getting any voltage feed, and isn't working. Or, it is seeing power (evidenced by all the relay operating noises), and just for some reason the LED giving up. This is a 2024 van.

Any helpful opinions on the possibilities? Are all the initiation noises I hear on connecting the plug ATC related? Thanks

Yes, the ATC runs through its operating cycle on being electrically powered; as when putting in the 13 pin plug.
If the LED indication is working, if it gets right through that cycle, so ends up without the brakes being on at all, it turns Green. If it does not fully complete, so the brakes could still be on to any extent, it shows a flashing Red.

I believe a solid red, this indicates it is not functioning, but is not applying the brakes so "safe" to tow but without the benefits of the ATC.

I have found bright sunlight can effectively mask me seeing it showing green.

EDIT: had to change a factual error
