Usually GRP has the pigment in the gel coat resin.. I've seen it flake or spiders web but not bubble(unless someone's coated it with a spray) it's difficult without seeing it... aluminium doesn't like salt,,stone chips and winter..👌Everyone has assumed this panel is aluminium, it may of course be GRP, and if so those areas can be ground out and filled.
Either way I would recommend you find out who your local coach firm use for their body repairs. Motorhomes, caravans and coaches are very similar in construction so they will have first hand knowledge of suitable repairs.
I would not go to a car body workshop as they will not have the in depth knowledge of a coach/bus repair business.
Some years ago I damaged the rear (GRP) panel on my M/H, I visited my local coach repair workshop to get a quote as I envisaged an entire new rear panel. They repaired it for less than my insurance excess!

Totally agree with you 👍True I've noticed that, personally I find this forum has a lot more to offer than just problem sorting👍
