MiL passed away in Birmingham hospital ten days ago. Still in their mortuary because of delays getting the Death Certificate from the Birmingham Registrar. I think they still work from home yet you now have to attend the Registrar’s Office in person!
The NI additional contribution U turn is a poor excuse imo.
The real problem is the criminal mismanagement and inexcusable wasteage of materials and resources.

I'm not trying to defend the the appointment of a Diversity Manager, but I suspect the need for such a post is the result of government requirements to prove that an organisation does maintain sufficient ethnic, gender etc diversity to comply with employment legislation. There must be plenty of other specialisms within the NHS that could receive the same scruitny.
However the other point your post raises is the apparent management heavy make up of the NHS, and the high cost of such a system.
I really think this hints at a gross oversimplification of the realities of trying to run a multifaceted highly complex organisation like the NHS which a vast undertaking, and one that is constantly under reformation due to both Government initiatives, and an increasing number of of increasingly more complex and costly medical treatments. The general public only understand a small fraction of the running of a health care system, It's not like a Caravan Dealership where the primary object is to make a profit.
I venture to suggest that with the size and complexities of the organisation, it is essential for the NHS to employ appropriate experts to monitor the organisation's performance, and to offer advice to the board on possible threats and opportunities. These need to be high calibre appointees, and to attract the right calibre of candidates from other employment, you need to offer commercial grade salaries.
Otherwise you might find the NHS was populated by some entirely unsuitable people not used to dealing with such large budgets, and having the right motivation.
