I am looking to upgrade my bailey ranger soon, but am a bit concerned about towing a twin axle, particularly with regard to choosing a caravan my galaxy will be able to tow within its weight limits.

On a CC site last week, I saw a 54 plate galaxy towing a new bailey senator carolina. Could this be a legal combination?

It could have been legal, depending on what variant the Galaxy was. Some versions are approved to tow up to 2000kg.
