Motorway signs?

When travelling along the motorway it states that Sheffield is so many miles away. Can anyone tell me how the mileage is gathered. Is it to the City bouncary, the Town Hall or anywhere else. I have asked several people this question and nobody seems to know the answer.
 
I think but not 100% sure that it is the Town Centre. If you look at via michelin they always give you the centre, if you don't put in a postal district.

I think the distance is calculated to the nearest landmark to the centre ie a cathedral or castle or church etc but please dont quote me on that
