Paint on new tow ball

I've just fitted a new tow ball, subject to borrowing a torque wrench tomorrow to check it. Just wondering why I need to clean the paint off. May sound stupid but why do they put it on in the first place?

Jo I guess that its esier to spray the whole lot than it is to mask it up time is money.Do not use anything that is too abrasive when removing the paint.Fine wet and dry should do the trick
