In the years (almost 50) we have been caravanning, we have observed the change of CL ownership attitude.
CL's were once run by people with a piece of ground (farm/orchard/large garden etc) which they were prepared to make available for those travelling and wanting a place to stay in a rural environment. A chat with strangers was sometimes the land owners motivation. There was almost no cost to the owner because the public liability insurance nonsense hadn't been started, there was hardly ever electricity, or pitch marking. All they offered was drinking water from a tap, and a place to empty a toilet. A few pounds changed hands, perhaps no more than £2 per night.
