Steamy Window ! please help.

my middle front window on my 2002 abbey vogue 215, is nearly always steamed up, it in the inside of the outside pain, the 2 little clear plugs can be seen inbetween the pains, i suppose the answer lies with these plugs, but how do i get rid of the steam? and where will i buy the "plugs" from? if ebay, what is the correct name for them. please help, regards mark
