surge damper blown fuse

Hope someone can help with this one.The water stopped running and i have traced the problem back to the damper, i have changed the fuses several times and have even fitted a new unit that worked for 30 secs and blew the fuse again, any ideas where to look next? the fuses are the correct type and the water pump appears to be OK,i have set the damper switch up as well but still fails to work.

Are you sure it's the surge damper and not the pressure switch, the only reason I ask is that I know the whale surge dampers have no electrics , having said that if it is the Truma UltraFlow Surge Damper then I believe this does have built in electronics.
