Having problem with a S80 hand brake some times it holds the car and sometimes not when it does"nt the lever comes up high;
 
It sounds like you need a garage mechanic!!!! You will get many suggestion on here, but it still sounds like you need a garage mechanic!!!!!!
 
Yes, it needs adjusting. You can do it yourself if you feel competent as the system is not that complicated. The handbrake is operated by brake shoes of small size located inside a drum as part of the rear caliper assembly. Haynes do a workshop manual that will explain it all. However, if you have any doubts get Volvo to sort it.
