I really do think that HMG would find it difficult to add pay per mile on a standard hybrid. Such cars pay fuel duties and vat, whereas EV and PHEV predominantly make use of low priced low vat electric. Any improvement in mpg for a hybrid is gained by regeneration and charging from its engine which consumes fuel on which duty and vat has been paid. I think your views are in part due to I’ll informed media speculation where most correspondents probably don’t know differences in technology or deliberately sow mid understanding.
