I really do think that HMG would find it difficult to add pay per mile on a standard hybrid. Such cars pay fuel duties and vat, whereas EV and PHEV predominantly make use of low priced low vat electric. Any improvement in mpg for a hybrid is gained by regeneration and charging from its engine which consumes fuel on which duty and vat has been paid. I think your views are in part due to I’ll informed media speculation where most correspondents probably don’t know differences in technology or deliberately sow mid understanding. We should be more concerned with a postulated 2pence on income tax or an extension of rate thresholds. As 3p per mile would then seem like a bargain.Good for you. Luckily for you with only have hybrids so no need for you to pay the full whack for ours as I am assuming you are happy to pay for it.
Why should we pay VED and then 3p per mile on top of the duty and the VAT for a litre of fuel and we still have poorly maintained roads with pot holes etc.
