I fail to see any connection to a blue badge in your post, Beachball. Just a selfish git who should know better.

At the Doctors this afternoon where there are two BB bays near the door. One was occupied by the doctor's car, the other empty. There was a normal bay just across the car park, so we left the BB and parked in the other one.(We often do this, if Herself is having a good day: someone worse than her may need the bay more than we do) The BB bay was immediately occupied by a man with two teenage children in the car. He stuck his BB in the windscreen, the kids jumped out and went into the village, and grandad took out a book, and settled himself to wait.Twenty minutes later, the kids came back and they drove away. None went into the Doctors.
Why o why are there so many selfish b*st*rds about nowadays?
