Smiley your husband is certainly correct in his statement. It can be extended to all forms of nationalised industries/professions whether it be health, education, police, etc. The set up is too top heavy regarding managers and workers as well as workers and sherkers. In my opinion there is in local government a large percentage of employees who would not be able to stand the pressures of private industry and join the local authorities for a cushy quiet life and a reasonably early retirement pension at 50+ when they cannot stand any further hassle of working life.
 
From my research into the public sector pensions, it is well documented that Civil Servants enjoy the best pension scheme. The Local Government Employees have a scheme to which they pay 6% of Salary for APT&C employees. and 5% for manual workers.

The Police enjoy a good scheme as does the NHS and Fire and Ambulance services. Teachers enjoy a scheme which is without parallel and many who have opted for early retirement for whatever reason go back as supply teachers on tempempory contracts. I do not advocate that these essential workers be penalised and have their pensions downgraded just because the private sector business's have closed down their final salary schemes sometimes in a disgusting manner whislt preserving the fat cats pay increases yearly bonuses and fat pension pots. IMHO
