Life is just not risk free. All we can do is to try and assess the major risks and work out a strategy to mitigate them as best we can.

As far as regulatory authorities go...e.g. Ofcom, Ofwat, etc.... I ve always thought that in many cases they are a little powerless when things prove to go wrong.

Sorry Buckman but if I were in your situation, ( only what you have mentioned about) health problems, you are living in an area where you require a 4x4 in the winter , you have frequent power outages, you are worried about Emergency teams unable to get to you, I would be looking at moving to a sheltered Accommodation where there is a Warden you can call.
