Life is just not risk free. All we can do is to try and assess the major risks and work out a strategy to mitigate them as best we can.

As far as regulatory authorities go...e.g. Ofcom, Ofwat, etc.... I ve always thought that in many cases they are a little powerless when things prove to go wrong.

Sorry Buckman but if I were in your situation, ( only what you have mentioned about) health problems, you are living in an area where you require a 4x4 in the winter , you have frequent power outages, you are worried about Emergency teams unable to get to you, I would be looking at moving to a sheltered Accommodation where there is a Warden you can call.

Having battery backup in home mitigates some risk if you are the only one affected. However it's not going to help if the mobile phone service, broadband supplier or even further up the chain if its off line for whatever reason.

Even without power cuts our interconnected lives can be disrupted. Just recently Microsoft pushed out an update that prevented some machines switching off. Not too much of a problem until they issued a patch which then prevented some machines starting up correctly.
