Despite it looking like a sample flask..... I think that it's a rudimentary barometer, the level of liquid changes according to the atmospheric pressure.

An old fashioned lantern where the liquid releases a gas at the top which gets lit. I say this only because it looks sooty at the narrow open end?

It is certainly filled with a NON flammable liquid.
It's a hand thrown fire Extinguisher,
