Good post, Parksy. I would ensure firstly that prisoners serve their full terms - if they get life (ie 25 years) then they serve 25 years. No being let out early for good behaviour. If they don't behave then time should be added on to their sentence. I would introduce a the death penalty...

Hi Ian, A few years ago I had the same problem.I 'phoned a (decent) local locksmith who told me to bring the wheel clamp in to his shop and left it with him. He made a new key (apparently this can be done from the lock itself with tubular key locks). It didn't cost lot as I remember.. Ron.
