Hello ian, the symptoms you describe suggest that you have tap with micro switches built in, and teh one in teh kitchen is faulty. Some models allow you to change the switch. other wise its a full tap replacement job.

likely to be the microswitches which may just require WD40 or are easy to replace beneath the tap. When the kitchen tap is ON, the pipe is open but the switch does not activate the pump. When you switch ON the bathroom tap this activates the pump - hey presto water from both taps!
